El 26 de junio de 2025, altos funcionarios de la Unión Europea y la Troika de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC), representada por Colombia, Honduras y Uruguay, se reunieron con miras a la próxima cumbre CELAC-UE prevista para los días 9 y 10 de noviembre en Santa Marta, Colombia. Esta fue la segunda reunión del mecanismo de coordinación consultiva desde su lanzamiento en mayo de 2024 en Tegucigalpa, Honduras, y la primera con Colombia como presidencia pro tempore de la CELAC.
Los participantes hicieron un balance de los avances en la implementación de los compromisos asumidos en la cumbre CELAC-UE celebrada en Bruselas en julio de 2023 y dialogaron sobre la asociación birregional CELAC-UE y la hoja de ruta actualizada de eventos CELAC-UE (2025–2027), en el marco de la preparación de la próxima cumbre CELAC-UE de 2025, que será precedida por una reunión de Ministros de Relaciones Exteriores.
La próxima cumbre CELAC-UE resalta el compromiso de ambas regiones de fortalecer su asociación de larga data, basada en valores e intereses compartidos, así como en sólidos vínculos económicos, sociales y culturales.
En este contexto, tanto la Unión Europea como la Troika de la CELAC reafirmaron su compromiso de fortalecer la cooperación birregional con el objetivo de alcanzar resultados concretos en beneficio de sus poblaciones, destacando la importancia de temas como la democracia y el multilateralismo, el cambio climático, la transición energética y la interconexión eléctrica, el fortalecimiento de los lazos económicos y comerciales, la seguridad y la lucha contra el crimen organizado.
La Unión Europea reafirma su pleno compromiso con la asociación con América Latina y el Caribe, y manifiesta su interés en continuar con los intercambios regulares para replicar el éxito de la última cumbre birregional de 2023.
ANTECEDENTES
La tercera cumbre CELAC-UE se celebró en Bruselas los días 17 y 18 de julio de 2023, ocho años después de la última reunión en este formato en 2015. En dicha cumbre, los líderes de la UE y la CELAC decidieron establecer una instancia de coordinación consultiva UE-CELAC y acordaron realizar cumbres cada dos años, siendo la próxima en Colombia en 2025, precedida por una reunión de Ministros de Relaciones Exteriores.
Una reunión informal de Ministros de Relaciones Exteriores de la CELAC y la UE tuvo lugar en Nueva York el 26 de septiembre de 2024, al margen del segmento de alto nivel de la Asamblea General de las Naciones Unidas. Esta reunión representó una oportunidad importante para reforzar el diálogo birregional y avanzar en las prioridades compartidas de cara a los encuentros clave previstos para 2025. Tras esta reunión, se publicó una versión actualizada de la Hoja de Ruta de eventos CELAC-UE para 2023–2025, así como un comunicado conjunto de los copresidentes.
La Troika ampliada de la CELAC está compuesta por las presidencias pro tempore saliente, actual y entrante de la CELAC e incluye un Estado miembro de CARICOM, representado por el país que ejerce su presidencia pro tempore.

EU-CELAC: Second meeting of the consultative coordination mechanism in view of the next bi-regional summit
On 26 June 2025, Senior Officials of the EU and the Troika of the Community of Latin American and Caribbean States (CELAC), represented by Colombia, Honduras and Uruguay, together with Barbados as current chair of CARICOM (Caribbean Community) met in view of the upcoming CELAC-EU summit foreseen on 9-10 November in Santa Marta, Colombia. This marked the second meeting of the consultative coordination mechanism since its launch in May 2024 in Tegucigalpa, Honduras and it was the first with Colombia as pro tempore president of CELAC.
Participants took stock of the progress in the implementation of the commitments made at the EU-CELAC summit that took place in Brussels in July 2023 and exchanged on the EU-CELAC partnership and the updated EU-CELAC roadmap of events (2025-2027) in view of the next CELAC-EU 2025 summit, which will be preceded by a meeting of Ministers of Foreign Affairs.
The upcoming CELAC-EU summit highlights the commitment of both regions to strengthen their longstanding partnership, which is founded on shared values and interests as well as and strong economic, social and cultural ties.
In this context, both the EU and the CELAC Troika reaffirmed their commitment to strengthen the bi-regional cooperation aiming to achieve concrete results for the benefit of populations, emphasising the importance of issues such as democracy and multilateralism, climate change, energy transition and electric interconnection, enhancing economic and trade ties and security and fight against organised crime.
The EU remains fully committed to its partnership with Latin America and the Caribbean and is keen to continue regular exchanges to repeat the success of the last bi-regional summit in 2023.
BACKGROUND
The third EU-CELAC summit took place in Brussels on 17/18 July 2023, eight years after the last one in this format in 2015. At the summit, EU and CELAC leaders decided to set up an EU-CELAC consultative coordination instance and agreed to hold summits every two years, the next one to take place in Colombia in 2025, preceded by a meeting of Foreign Ministers.
An informal meeting of Ministers of Foreign Affairs of CELAC and the EU took place in New York on 26 September 2024 in the margins of the United Nations General Assembly High Level week. The meeting offered an important opportunity to reinforce bi-regional dialogue and advance shared priorities ahead of the important meetings foreseen in 2025. An updated version of the EU-CELAC Roadmap of events for 2023-2025 and a co-chairs’ joint press release was published following the meeting.
The CELAC Troika is composed by the past, current and upcoming Pro Tempore Presidencies of CELAC and includes a Member State of CARICOM represented by the country exercising its Presidency Pro Tempore.
