UNEP is the most important environmental authority worldwide. UNEP has a mandate to evaluate the situation of the world environment, and causes of environmental impact. It acts as a scientific and regulatory intermediary, ensuring that knowledge flows from basic research and applied research, and is translated into regulatory measures for the benefit of societies.

In the context of United Nations Conference on Sustainable Development - Rio +  20 - as a part of the strengthening of international environmental governance, it was decided to strengthen UNEP. This called for the establishment of universal membership, the assurance of stable, sufficient and secure financial resources, and the guarantee of active participation of all interested parties, amongst other things.

During the First Universal Session of the UNEP Governing Council, held on 18-22 February 2013 in Nairobi, Kenya, a decision was adopted to strengthen the Programme. The decision included the replacement of the Governing Council of UNEP by a body to be known as "United Nations Assembly on the Environment” of UNEP. It was also decided to replace the World Environmental Forum at ministerial level for a two-day High-Level segment during the final stage of the Assembly.

Colombia, currently represented by its embassy in Nairobi, Kenya, takes part in meetings of the Open-ended Government Council of UNEP. The Council provides advice on regulatory questions, prepares draft decisions, and contributes to the UNEP Council´s programmes, amongst other things.
