In mid-2009, Spain and Colombia signed the “Memorandum of Understanding on Strengthening Cooperation in the Field of Human Rights between Spain and Colombia.” The first meeting was held February 10-11, 2010 in Madrid. The issues addressed were the priorities of the Spanish presidency of the EU; the overall plan for Spanish cooperation, in terms of Human Rights; a general review of Human Rights in Colombia; human rights culture in Colombia and Spain; and national Human Rights plans in both countries.

On October 14-15, 2010 the second meeting of the Mechanism for Dialogue was held in Cartagena, which was proposed as a technical meeting of Human Rights experts from both countries. The objective of this meeting was to study Human Rights issues in both countries and review the lessons learned, along with good practices in order to explore possible areas of cooperation.
