Colombian Minister of Foreign Affairs Maria Angela Holguin was unanimously elected to chair the Special Session of the OAS General Assembly in which it was decided to lift the suspension of the right of Honduras to participate in the Organization, within the framework of the Forty-First Special Session of the General Assembly (Washington D.C., 01 June 2011).

Cooperation

As provided in the Cooperation Agreement signed on 04 March 1980, the Fourth Meeting of the Joint Commission on Technical, Scientific, Cultural and Educational Cooperation, held on 02 July 2010, resulted in an agreement on the 2010 –2012 Bilateral Cooperation Program, focused on the areas of social development, productive development, citizen security and justice, modernization of the State, education and culture.

Bilateral Mechanisms

• Joint Commission on Technical and Scientific Cooperation.

• Plan of Action on the Fight against Organized Crime and Terrorism (signed at Bogota, D.C., on 15 February 2010 for a term of two years, renewable).

• Agreement on Technical, Scientific and Technological Cooperation (signed at Bogota on 12 November 2003; the Ceremony for the Exchange of Instruments of Ratification took place during the Twelfth Summit of the Tuxtla Dialogue and Consensus Mechanism, Cartagena de Indias, 25 and 26 October 2010).

Recent meetings

• Thanks to the rapprochement efforts of the President of Colombia, Juan Manuel Santos, the President of Honduras, Porfirio Lobo Sosa and his Venezuelan counterpart Hugo Sanchez Frias, held a meeting in Cartagena de Indias on 09 April 2011, which led to the signing of the "Agreement for National Reconciliation and Consolidation of the Democratic System in the Republic of Honduras" with former President of Honduras, Manuel Zelaya Rosales (Cartagena de Indias, 22 May 2011).

• The Presidents of Colombia and Honduras met within the framework of the Twelfth Tuxtla Summit in Cartagena de Indias on 26 October 2010.

• The President of Honduras, Porfirio Lobo Sosa attended the inauguration of Juan Manuel Santos as President of Colombia on 07 August 2010.

• The President of Honduras, Porfirio Lobo Sosa, made an official visit to Colombia on 24 May 2010.

• The President of Honduras made a State visit to Colombia on 9 October 2008.
