- On August 10, 2010, the two Presidents met in Santa Marta to analyze the difficulties in bilateral relations and took the decision to restore diplomatic relations, thus commencing a new phase in our bilateral relationship on the basis of respect, the use of diplomatic channels and strict observance of International Law, as set out in the “Declaration of Principles” signed at the end of the meeting.
- November 2, 2010. Presidents Santos and Chavez met in Caracas to review the commitments agreed on in October, a large number of which are supported by the “Declaration of Miraflores”. The following four agreements were signed within this framework:
1. Formation of an economic and productive committee,
2. Creation of an inter-ministerial commission on tourism,
3. Construction of an international bridge in the Las Tienditas sector,
4. Cooperation in the fight against drugs.
- On February 16, 2011, the Colombian Minister of Foreign Affairs traveled to Caracas, accompanied by the Minister of Trade, Industry and Tourism, to review the bilateral agenda and promote implementation of the commitments assumed in previous meetings.
- On March 2 and 3, 2011, a “commercial, economic and productive meeting” was held in Caracas with the participation of Colombian companies. This provided members of the Colombian private sector with an important opportunity to foment closer ties and dialogue with their counterparts. Within the framework of this event, the two countries signed 13 cooperation agreements on productive development in the agriculture and livestock sector.
- April 9, 2011. The Presidents met for the third time in the city of Cartagena. The two Heads of State reviewed progress in the commitments assumed by the technical commissions and reiterated their will to strengthen relations and progress positively in the themes on the bilateral agenda. As a result of this meeting, 13 cooperation instruments were signed, among which we highlight the agreement on the fight against the world drug problem signed by the two Presidents.
- The Chancellors of Colombia and Venezuela held a bilateral meeting, within the framework of the 66th Session of the UN General Assembly, on September 22, 2011, in the city of New York. On this occasion, there was a brief review of some points of the bilateral agenda and the date of a new meeting was set.
- The Chancellors of Colombia and Venezuela, accompanied by the Minister of Defense of Venezuela, Carlos Mata Figueroa, as well as by the Minister of Defense of Colombia, Juan Carlos Pinzón, held an informal meeting in Caracas on October 3, 2011.
- The Chancellor of Venezuela made a visit to Bogotá on October 24, 2011. A meeting with the binational technical commissions was held during this visit. Important advances were evident within the framework of bilateral commitments, among which the outstanding ones are the increase of the volume of fuels imported from Venezuela to the bordering departments (Guajira, North Santander, Arauca, Guainía and Vichada), the joint request of resources made to the CAF (Andean Development Corporation) for the project aimed at building the “Tienditas Bridge,” the decision to advance the Project for the construction of a pipeline communicating Venezuela and the Colombian Pacific, the advances regarding the signing of a partial-scope agreement between both countries, as well as security-related commitments, among others.
- Presidents Chávez and Santos held a meeting on November 28 in Caracas aimed at reviewing the situation of the bilateral commitments and keeping on strengthening the relationship between both countries. On this occasion, the presidents expressed their intention on furthering the reinforcement of the bilateral relations despite the differences that may exist in the political and economic models of both countries.
