Establishment of diplomatic relations

Colombia and the Dominican Republic started diplomatic relations in 1936 and on 13 January 1978, the two countries signed the Lievano – Jimenez Binational Boundary Delimitation Treaty, the most important instrument currently in force between the two countries.

The Embassy of Colombia is located in Santo Domingo.

Bilateral relations with Colombia

The most significant topics of the bilateral relation relate to cooperation, tourism and culture. Progress has been made in cooperation on the fight against illicit drugs and the signing of instruments regarding tourism and cultural exchange. However, agreements are still pending regarding procedures to expedite progress on other important issues, such as cooperation on energy, migration issues and trade, which are not yet advancing at the desired rate.  Colombia, for instance, is interested in signing a Partial Scope Agreement on Goods, Services and Investments with the Dominican Republic.

Bilateral Mechanisms

The most important mechanisms of the Colombian - Dominican relationship include: the Joint Binational Commission on Drugs, the Joint Commission on Technical and Scientific Cooperation and the Binational Border Commission (Combifron).  It must also be pointed out that the President of the Dominican Republic, Leonel Fernandez played an active role in the search for a negotiated solution to the difficult situation faced by our country with Ecuador and Venezuela. Minister of Foreign Affairs Maria Angela Holguin visited Santo Domingo in March 2011, and met with her Dominican counterpart Carlos Morales Troncoso and President Leonel Fernandez.  The priority issues discussed focused on strengthening trade relations by means of a future partial scope agreement, as well as increased openness and cooperation on topics such as tourism and air transport. The meeting also provided the opportunity to coordinate the cooperation policy toward Haiti. 

Agreements currently in force

  • Agreement on maritime and sub-maritime boundary delimitation and maritime cooperation between the Republic of Colombia and the Dominican Republic, signed at Santo Domingo on 13 January 1978. Exchange of Ratification Instruments dated 15 February 1979 at Bogota.  Lievano – Jimenez Maritime Boundary Delimitation Treaty.
  • Administrative agreement on cooperation and assistance between the Government of the Republic of Colombia and the Government of the Dominican Republic, signed at Santo Domingo on 27 January 1982. Formalized and entered into force on the date of signing.
  • Cooperation agreement on tourism between the Republic of Colombia and the Dominican Republic, signed at Bogota on 6 March 1985.
  • Plan of action within the framework of the cooperation agreement on tourism between the Government of the Republic of Colombia and the Government of the Dominican Republic, subscribed at Bogota on 30 August 1999. Formalized, signed and entered into force on the same date.
  • Exchange of notes constituting an agreement for the elimination of visa requirements for diplomatic and official passports, signed at Santo Domingo de Guzman on 10 September 1962. Entered into force on 7 November 1962.
  • Cooperation Agreement for the Prevention, Control and Repression of Asset Laundering Derived from Illicit Activities, signed between the Government of the Republic of Colombia and the Government of the Dominican Republic at Santo Domingo on 27 June 1998.  Entered into force on 20 March 2003 as provided in its Article 15.
  • Binational Agreement for Military Cooperation between Colombia and the Dominican Republic, signed on 5 December 2005.
  • Binational Agreement for Maritime Cooperation between Colombia and the Dominican Republic, signed on 5 December 2005.
  • Agreement on Academic Cooperation signed between the Ministry of Defense – National Police of Colombia and the Office of the Secretary of the Interior and Police of the Dominican Republic on 5 December 2005.
  • Agreement on Economic, Commercial and Technical Cooperation between the Republic of Colombia and the Dominican Republic.
  • Agreement on Technical and Scientific Cooperation between the Government of Colombia and the Government of the Dominican Republic. Signed at Bogota on 3 August 2004.
  • Framework Agreement on Inter-institutional and Technical Assistance between the Administrative Department of Science, Technology and Innovation of Colombia (COLCIENCIAS) and the Ministry of Higher Education, Science and Technology of the Dominican Republic. Signed on 2 July 2010.
