This regional organization was created in 1969, and its members are Bolivia, Colombia, Ecuador and Peru. With this integration mechanism, the intention is to achieve the following main objectives:
- To promote balanced and harmonious development of member countries in conditions of equity, through integration and economic and social co-operation.
- To accelerate growth and the generation of employment.
- To facilitate participation in regional integration of integration processes, designed to provide a gradual formation of a Latin American common market.
- To strengthen regional solidarity, and reduce existing differences in development between the member countries.
On the issue of integration and frontier development, Colombia participate in the working group the high-level working group for integration and frontier development (GANDIIDF), and is responsible for the coordination and presentation of proposals to the Andean Council of Foreign Ministers in programs and action plans which require the execution of community policy for integration and frontier development.

Working plans for GANIDF
At strategic level, the work of GANIDF is guided by the Santa Cruz de la Sierra Action Plan of 2009, and the Andean Strategic Agenda of 2011; amongst other things, there are commitments in the following areas of institutional work in the in Andean frontier integration: ZIF plans and the management of investment policies, facilitation of movement through frontier crossings, and financing.
Activities
The following results were achieved during Colombia´s provisional Presidency of GANIDF (2011-2012),:

The holding of a Sub regional Workshop of the Integration and Frontier Development Project on 26-27 January 2012, in Bogota

Approval in the context of GANIDF, of the proposed Andean Declaration of Regulations of the project of the Integration and Frontier Development Project Bank (BP IDF)

Holding of an international workshop for the exchange of experiences in productive activities and services in ZIF, 14-15 June, Tumaco, Colombia

Presentation of a proposal for work for strengthening productive activities in the ZIF.
In 2013, a line of work was started in the context of GANIDF, to define Andean strategy for cross-border co-operation, taking account of the experience of the European Union. For this purpose, a first workshop was held on the exchange of experiences between Andean countries and Europe, in matters of cross frontier co-operation, on 10-11 April 2013, in Tulcán, Ecuador.
Today, the Andean Community is implementing the process of re-engineering of the Andean Integration System, to give priority to strategic lines of action of that multilateral body.
Illegal mining
With the Ecuador-Colombia Joint Presidential Declaration of 19 December 2011, and the Andean Council of Ministers of Defence and Security of Colombia and Ecuador on 12 January 2012, some important work was done in the context of the Andean Community for the concertation and preparation of an Andean Decision on policy in the fight against illegal mining, and this was approved by the Andean Council of Ministers of Foreign Affairs on 30 July 2012.
